From the February 2002 Idaho Observer:

Conspiracy “theorists” vindicated

Capitol Hill bill addressed use of chemtrails, non-lethal weapons on unsuspecting populations

WASHINGTON, D.C. -- (The former) HR 2977, sponsored by Rep. Dennis Kucinich (D-Ohio) being debated in Congress up to mid-January urged a “permanent ban on basing weapons in space.”

After the activistic community learned about the bill and a flurry of activity and debate erupted, it was amended and became HR 3616, the Space Preservation Act of 2002.

Skeptics were justifiably concerned that the bill was just another attempt by Congress to fool people into thinking it was banning harmful technology when it was actually strengthening the federal government's authority to use it. The amended bill, which removes some of the protections contained in HR 2977, supports the theory that Congress is debating a red herring. The bill only aims to protect a strata 97 miles above the earh surface from Star Wars technology.

Parliamentary shenanigans aside, the “Star Wars ban” bill vindicates those whom government agencies and their media mouthpieces have labeled “conspiracy theorists” by acknowledging the existence of certain technologies. Previously the territory of paranoid anti-government extremists, non-lethal mind control and immunosuppressive systems are being debated in Congress and have hit the mainstream media.

Included in the proposed ban are devices capable of directing lasers, chemical or biological sprays, and electromagnetic radiation to inflict “death or injury on . . . biological life, bodily health, mental health, or physical and economic well-being of a person.”

Originally included were sections banning devices for “inflicting death or injury on . . . biological life, bodily health, mental health, or physical and economic well-being of a person . . . through the use of land-based, sea-based, or space-based systems using radiation, electromagnetic, psychotronic, sonic, laser, or other energies directed at individual persons or targeted populations for the purpose of information war, mood management, or mind control of such persons or populations; or by expelling chemical or biological agents in the vicinity of a person.”

In the new bill, however, all of these protections were removed leaving citizens just as susceptible to control and attack with such “exotic weapons systems” as they were before the bill became a target of public scrutiny.

H.R. 2977 listed these weapons as -- “(i) electronic, psychotronic, or information weapons; (ii) chemtrails; (iii) high altitude ultra low frequency weapons systems; (iv) plasma, electromagnetic, sonic, or ultrasonic weapons; (v) laser weapons systems; (vi) strategic, theater, tactical, or extraterrestrial weapons; and (vii) chemical, biological, environmental, climate, or tectonic weapons.”

Death in the Air

As debate of the Star Wars ban bill (while it was still HR 2977) became a hotly debated item among conspiracy “theorists” in email and on short wave/AM radio shows, Dr. Leonard Horowitz dedicated 1,000 copies of his most recent book, “Death in the Air: Globalism, Terrorism and Toxic Warfare” to members of Congress and libraries throughout America.

Tetrahedron Publishing Group of Sandpoint, Idaho invited the nation's librarians and congressional representatives to order free copies of the 525-page hardcover, in an effort to inform the public and law makers about the health risks posed by military space programs targeted by the bill. Included in the book are descriptions of the latest technologies for population control that H.R. 2977 calls “exotic weapons systems.”

Several books have been written on the subject of mind control technology and people from all over the world have commented on chemtrails.

Books such as “Angels Don't Play This HAARP” by Dr. Nick Begich and “HAARP: The Ultimate Weapon of the Conspiracy” by Jerry E. Smith that address mind control have, with exhaustive documentation, traced the origins of mind control from early psychologists and sociologists through patent applications and published science.

Extensive photo libraries exist to prove the existence of chemtrails. Documentation exists establishing a correlation between spraying events and increases in hospital admissions for upper respiratory tract infections.
