Military plans takeover of vaccine production

In the comprehensive, 190-page “Report on Biological Warfare Defense Vaccine Research & Development Programs (July, 2001) the Department of Defense (DOD) admits that it intends to aquire vaccine production (AVP) and that production facilities will be government-owned, contractor-operated (GOCO).

The report is basically a business plan to justify the immediate nationalization of vaccine production to resolve the, “...difficulties in securing a ready and reliable access to safe and effective vaccines for use against biological warfare agents.”

The DOD wishes to initially AVP for anthrax absorbed, smallpox, plague, tularemia, multivalent botulism, next generation anthrax, ricine and multivalent equine encephalitis. The business plan is modular, however, and the DOD plan allows for it to eventually produce all vaccines.
